Request confirmation of the County Executive’s appointment of Elizabeth Kosa as Director of Public Works effective April 12, 2023 pursuant to Whatcom County Code Section 2.75.020

SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Elizabeth Kosa has over 12 years of progressive experience in executive management, administration, engineering, water resources, and operations. She was hired by the County in March 2019 as Asset Manager for Public Works, promoted to Assistant Director in May 2020, and served as interim Director for Public Works since November 2022.
Previously Ms. Kosa served as Chief of Staff and Senior Port Engineer for the Ferries Division of the WA State Department of Transportation.
Ms. Kosa served as Lieutenant Commander from 2000 to 2012 in the United States Navy and holds a Bachelor of Science from the United States Merchant Marine Academy.
This appointment is the culmination of a multi-phased selection process which included input from community stakeholders, County employees, and references.
