The Justice Project Oversight and Planning (JPOP) Committee is created by the Whatcom County Justice Project Implementation Plan and Ordinance 2023-039. It is a subcommittee of the Incarceration Prevention & Reduction Task Force. The JPOP Committee will monitor Task Force and County progress toward Implementation Plan goals, contribute to the Task Force annual report to the County Council, and recommend periodic updates to the plan.  Additionally, the Committee will identify metrics for performance accountability related to each plan project.
