SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Per WCC 3.08.100(A), the Whatcom County Sheriff's Office Division of Emergency Management requests approval for the County Executive to award Bid #23-71 for the purchase of five (5) automated sandbagging machines to the lowest responsive bidder, The Bag Lady, Inc., located in Puyallup, Washington, in an amount not to exceed $209,190.75, including shipping, sales tax, and onsite orientation. These sandbagging machines will be distributed to the Cities of Sumas, Everson, Nooksack, Lynden, and Ferndale for use during flood events. Funding for this purchase was received thru a reimbursable grant from the WA State Department of Commerce (Commerce), as approved on Supplemental ID #2023-3948, Ordinance #2023-026. The initial grant agreement (WC Contract #202304020) expired June 30, 2023; however, Commerce reallocated a portion of the unexpended funding on a new grant agreement (WC Contract #202308006), which expires June 30, 2024
