The plant mitigation component of the Birch Bay Drive and Pedestrian Facility project is a long-term permit condition. Compliance and mandatory annual maintenance costs are compulsory for this project due to permitting requirements. Annual costs for the planting maintenance are approximately $150,000, and the 4-month cost proposed for the contract award approval is $64,617
