Discussion regarding a proposed resolution granting a temporary easement to the State of Washington, Department of Transportation (Council acting as Whatcom County Flood Control Zone District Board of Supervisors)

SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:

The Flood Control Zone District (FCZD) purchased 500 Colton Lane, Everson, Whatcom County tax parcel number 400431 010491 0000 as a flood buyout earlier this year.  WSDOT has a proposed project to replace an existing damaged culvert with a 180-foot three span bridge on SR 544 west of the Nooksack River Bridge that will require a temporary easement on FCZD’s property for additional work area, staging, and vegetation mitigation.  WSDOT has presented an offer letter to the County to purchase the 21,695 square foot temporary easement with a term that will terminate on November 30, 2032 for $16,900.  The offer has been reviewed by Public Works and it is recommended to grant the temporary easement for the offered amount as the project is beneficial to Whatcom County and the City of Everson.  The project and the property rights granted will not have a negative effect on the FCZD property and will not affect the future use of the property
